A textile company, for lack of sewers it needs for its plant in Quimper, creates a pathway of learning to train its future recruits? The SME Armor Lux, well known for its white wine, made the headlines this week, at a time when all candidates for president are the re-industrialization of the country one of their campaign themes.

This situation is not isolated and number of industrial jobs – welders, boilermakers, milling … – are pulling their hair to find candidates and encourage vocations. "There is a real paradox between a high level of unemployment in France and companies who are not candidates for positions in recruitment, whether welders, millers, coppersmiths, payroll technicians, seamstresses …. In total we estimate that roughly fifty so-called shortage occupations. In our business we miss about 30% of requests from our customers because we do not have the resources and this situation has been deteriorating for a decade, notes François Beharel, group president of Randstad and staffing agencies. Concretely, this means that our group could generate 30% of turnover and more. "

For him, the problem is essentially related to the collective image What these professions in public opinion. "We imagine that in the textile industry and is like 50 years ago, while the environment has changed, that wages were revised upwards and that career paths are possible." "We have to get into people's heads, and young people in particular, that the industry is clean and not necessarily noisy. In this regard, the construction was successful for several years to reverse its bad image, "says Anne-Marie Bjornson, Director of Transitions AFPA.

Develop learning

A UIMM, Joel Mendez, Director Employment and Training, said that one communicates primarily on job losses. Yet in all sectors of metallurgy, the recruitment needs estimated over the period 2007-2015 are always evaluated. Between 60,000 and 80,000 jobs per year, including 30 to 40% reserved for graduates, according to a study by the study-which will be updated in early 2012 over a 2013 to 2020 -. "There is a big educational effort and support to achieve with the companies to become more involved in processes of looking management of jobs and skills (GPEC) and assessing their future needs" says he.

According to Anne-Marie Bjornson Afpa transitions, there are ways to mount training particularly in the context of operational readiness to employment (job center) or as part of training contracts. "We are also working on the issue of transferable skills, which allow for example to a textile worker to work in the weld or a working precision to go in the car." But anticipating needs is a prerequisite and essential step, she insists.

For Joel Mendez, it is also essential to adapt the training devices to the needs, both in initial training in continuing education. And take the example of learning where the numbers in the branch of metallurgy grew 6% in 2011 (with a total of 26 000 apprentices). "At the last school year, nearly a thousand offers of learning could not be met and at the same time, the same volume of young people did not find any company. This shows that learning can be further developed and the various mechanisms put in place recently should help solve these problems. "

A situation that in any case, Francis led Beharel hammering: "stop sending generations of young people in jobs without opportunities. Spend money to know that jobs are to be filled with real careers, especially if the areas are not attractive. "

Who has not dreamed of just open my hand to touch the money immediately? Tomorrow is reality, or almost, Japan.

Ogaki Kyoritsu Bank will offer its customers, in September, cash machines with a floppy schema veins, a sensor capable of recognizing the lines of the hand.

Other institutions are already in the Archipelago of biometric authentication technique. But it simply serves to replace the numeric code if it has been forgotten, to prove that the credit card into the machine belongs to the person using it. This time, no need to map. The machine will compare the vascular pattern of the palm, pre-recorded by the bank, with the distributor free business cards. No question that someone other than the card owner uses the account. The margin of error, it seems, almost zero. The idea came, says Takeshi Usui, Executive Director of Ogaki Kyoritsu, the tsunami of March 11, 2011 where thousands of people lost all their identification papers and credit cards.

The only thing that we should not lose is memory. Indeed, distributors will claim any biometric same date of birth of the customer. And a password.

The Nuclear Safety Authority (ASN) announced tonight that it has raised its system of crisis to the nuclear Penly, Seine-Maritime. Yesterday, two fire starts in a reactor caused a leak of radioactive water on an attached cooling system. The water was then collected in tanks provided for this purpose inside the building. But following the intervention of the EDF teams and firefighters, "since 4:00 this morning, there is no leakage at the joint of the pump," EDF said in a statement this morning. "This return to normal on the cooling system has removed the internal mobilization plan at 5:15 this morning."

The reactor, cooling down, remain stationary between 4 and 10 days, time to repair the pump circuit and "understand what happened in detail," said the AFP Dominique Mining , director of EDF's nuclear fleet. "The teams were able to re-enter the reactor building" during the night, he said, adding that "there is light, there is no smoke." The repairs could be made from this weekend.

Someone slightly burnt

The ASN provides that "the incident had no impact on the environment" and listed in Level 1 ("anomaly") on account that the seven nuclear safety INES scale.

No radioactive contamination was detected on the 29 persons involved in the reactor building to extinguish the fire starts but one of them was slightly burned during surgery, said last night the Director General of ASN Jean-Christophe Niel. "This is an injury limited" according to information from EDF, he said.

"We will put patterns Florange unemployed by taking control of the plant." Edward Martin, representative of the CFDT EWC ArcelorMittal, wants offensive. The occupation of the site, scheduled for tomorrow, is a direct consequence of the extension until 30 June of the closure of two blast furnaces Florange, the last of Lorraine. "The direction we to understand that, barring a miracle, this closure would last all year," says Edward Martin.

For several months, the largest producer of steel has many announcements to reduce its production capacity. Spain, Belgium and France but also Romania and Czech Republic were affected. Today, only the blast furnaces in Liege never reopen. Other closures are for the moment, temporary.

A temporary measure reaffirmed to the minister, Eric Besson

Bourrier Hervé, President of ArcelorMittal France, reaffirmed that "temporary" to Eric Besson, Minister of Industry, last week. Employees such as trade unionists fear yet more than this closing becomes final. The clues that point in this direction are beginning to be numerous.

"A blast furnace is designed to run continuously, says an industry expert. It degrades when it is not the case. "The first blast furnace Florange is closed since June. The second since October. Investment and maintenance are reduced. Some were made late last year but "there is nothing for a month and a half" notes François Pagano, CFE-CGC delegate. "The industrial base is deteriorating, laments Edward Martin. With the cold, some lines broken. "Worse:" The founders began to be reclassified in the group. Leaders do not take it otherwise if they had close Florange. "

The recovery of orders has not changed all that

The recovery of orders failed to revive the plant. Aditya Mittal, CFO of ArcelorMittal, said on publication of results in 2011 that "shipments are much better than the fourth quarter of 2011, but we are still far volumes 2006, 2007 and 2008." What does surprisingly, these years being excellent.

Francois Pagano explains that "the business unit North, including Dunkirk, Florange, Benelux and Germany, recorded 3.7 million tons of orders for the second quarter of 2012 while its production capacity is 3.8 million . So the plants are running at 97% capacity. At this level, it would be possible to reopen Florange to avoid a potential bottleneck. "

Finally, the closure would be consistent with the group's strategy to focus on very large production units in coastline at Dunkirk and Fos sur mer in France and Bremen in Germany. The justifications for the closure of Liege seem perfectly applicable to Florange. "ArcelorMittal is considering a gain of 56 euros per tonne, which would be credited to the closure of Liege and transfer the production of slabs (Note: raw material for the manufacture of sheet metal) to Dunkirk," says the firm Laplace Council A study commissioned by the Walloon region. The forward gain is identical to Florange: "The leaders explain that ArcelorMittal bring slabs from Dunkirk saves 50 euros per tonne," confirms Francois Pagano.

With increased action "punch", although some have put Florange in the heart of the current election campaign. "Getting a formal commitment of a private company seems complicated," admits to the entourage of Eric Besson. A conclusion which adheres Francois Pagano whose only solution is to "convince Lakshmi Mittal's economic interest Florange".

"Ulcos" or last resort

All actors in the Lorraine steel cite Ulcos project, the acronym for "steel making process at very low CO2 emissions," as salvation for Florange. Launched in 2004, this is a program to find new techniques to produce steel with less carbon dioxide (CO2). Investments for carrying out are huge: 650 million euros! The French government has already pledged 150 million euros of funding. And Brussels could bring 250 million additional. ArcelorMittal leaders have vowed to launch Ulcos, and bring the balance of funding, if EU subsidies are granted.

Except that many obstacles have arisen in recent months. First techniques. The processes developed by Ulcos involve capturing and storing carbon. But experts are beginning to question this technique both for environmental reasons and efficiency.

Then the price of CO2 allowances collapsed in recent months, making plans to reduce CO2 emissions less urgent to implement. And nothing suggests that prices will go up quickly. In difficult economic times, as is currently the case, companies may be reluctant to invest in such technologies if there is no immediate financial implications.

Finally, there is little doubt that ArcelorMittal will decide to raise, or not, Florange on the basis of the only economic criteria. "The management of ArcelorMittal has told us clearly that Florange restarted if the market justifies it, and not only if Ulcos born," stated Michel Liebgott recently, area MP Florange.

The government calls it "a false flat economy." But simply slowing growth announced Wednesday morning by INSEE (+ 0.2% in the fourth quarter of 2011, after +0.3% in the third quarter) is a pleasant surprise. In the midst of turbulence in the euro area, it not only to French growth from to 1.7% in 2011 – a figure that has line width closely corresponds to the expectation of the Government. But it also prevents the entry of countries into recession. In its latest memo on the economy, established in December, the statistics institute saw no improvement emerge this winter and announced a negative fourth quarter.

Contrary to this scenario, the last three months of 2011 were marked by a more or less good performance of all the main drivers of activity. While employment has greatly suffered in late 2011, spending on household consumption slowed without collapsing (+ 0.2% in the fourth quarter, after +0.3% in the third). Business investment has accelerated significantly (+ 1.4% at – 0.4%). As for the deficit, it is a bit small – under the blow of higher exports and lower imports – allowing foreign trade to contribute significantly to both a growth (+0.7 points).

The Minister of Economy Baroin noted in a statement that these results were achieved in "a difficult international environment." But the comments from Bercy sobriety played Wednesday and took care of complacency, the executive knows that the equation of economic and fiscal 2012 has not become simpler in one day.

Appropriations in reserve

In the wake of European difficulties, a GDP contraction is expected in the first quarter of this year (0.1%), before a small growth spurt (also 0.1%) in the second quarter, according to forecasts INSEE. Under these assumptions, the growth overhang at mid-year would be almost nil. Suffice to say that although the government has revised down its growth forecast for 2012 (0.5% against 1%), nothing is won yet. To accommodate this new lens, a 0.6% increase in GDP per quarter during the second half of the year is necessary. But we must go back well before the crisis, in late 2006 and early 2007, to see similar growth rate.

The government has repeatedly said he had put enough money in reserve to hold its trajectory to reduce public deficits without resorting to additional austerity measures. He welcomed the results better than expected on the forehead of public finances in 2011 give him a little oxygen for 2012.

But almost sluggish growth this year would considerably complicate a fragile situation. Half a point less growth, it is about 5 billion more to find. It will take somewhere, have clearly in mind the French: Paris is committed to its partners in Brussels to bring back the deficit to 4.5% of GDP at end 2012. This objective is "intangible", regularly repeats the Prime Minister Francois Fillon. Election year or not.

After several days of intense negotiations, Greece finally has a new Prime Minister: Lucas Papademos. It took a meeting will still be several hours Thursday morning to get out of psychodrama and political reach a formal appointment.

The banker of 64 years, member of the Academy of Athens since 2006, will thus lead a transitional government, bringing together ministers and conservative socialists. After more than a week of political crisis, punctuated by daily twists, under pressure European and international Papademos was the only man accepted by the entire political class and the best position, given the circumstances, to become the eighth technocrat to take the reins of the executive Greece since the beginning of the twentieth century instant payday loans.Lucas Papademos has worked alongside Jean-Claude Trichet as the deputy governor of the European Central Bank, it enjoys an international reputation and credibility with creditors would be Greece.

If he is charged a lack of charisma, his discretion is unanimously recognized. It is "primarily a support person for the two major parties and Greek will reassure the markets. He is one of those who have allowed Greece to enter the euro area. So he knows the issues and mechanisms of the system. It is critical right now. Then, it is the only one able to ratify the European Agreement of 27 October, "Takis decrypts Bratsos, economic analyst.

Thunder on Corsica. The Administrative Court of Appeal overturned Monday in Marseilles the public service delegation (PSD) of maritime transport between the island and the mainland, a delegation intended to ensure territorial continuity and with a coquettish grant.

Upon assignment to the SNCM and CMN service contract for the period 2007-2013, Corsica Ferries had attacked him. Peter Mattei, the director general of the company, so savor his victory: "It shows that we were in our right and that has suffered!"

The leader has always considered abnormal grant of 33 million euros allocated by the Transportation Agency Corsican (OTC) for the SNCM ferry for peak periods, in addition to the 66 million allocated for the basic service (cargo passengers and freight throughout the year) to SNCM and CMN.The Court found that there was violation of the European regulation on maritime cabotage.

The "safeguard clause" included in the delegation contract is also in the sights of the Court. This clause makes it possible for companies to benefit from a delegated additional grant anticipated revenue when the contract is not to go. This supplement is considered state aid and tens of millions of euros may have to be repaid.

"An overhaul of the system"

A new bid must be launched for a new contract operational on 1 September 2012. "It will be very difficult to meet this deadline," Paul said yesterday Mary Bartoli, president of the CTA.

Since one or two years, the French no longer have to wonder whether they should go to a cash or a tax office when they have a tax problem. They now have a single contact. This is the most visible result of one of the largest state reforms undertaken since 2007: the merger of Taxation and the Treasury in a branch of public finance (DGFIP).

This is especially symbolic that this government has succeeded where the team Jospin failed to combine the two tax authorities. In a survey of the merger, commissioned by the Senate Finance Committee, the Court of Auditors said that the reform was carried out on time and that its success is "an achievement in change management."

But the Court also notes that the merger would have been cheaper. "All were first restructuring cost. The question is whether the bill was not too high, "said Philippe Marini yesterday, the president of the UMP Senate Finance Committee during a hearing of the protagonists of the case to the commission.

Between 2008 and 2012, 12,000 jobs have been removed to DGFIP. Despite this, the payroll has been stabilized in 2011 and decline only in 2012 to reach 4.95 billion euros. "From 2008 to 2010, the workforce was reduced by 3%, while the wage bill increased by 1%" Nicole Bricq summarized yesterday, the rapporteur of the commission PS. When asked by Le Figaro, Philippe Parini, the Chief of DGFIP, believes that this performance is good. But yesterday at the hearing, the Court judges were more skeptical.

209 million of additional costs

In the report following its investigation, the Court regrets that the general rule in the civil service, which means that half of the savings from job cuts to be redistributed in additional payments to agents, has been exceeded in DGFIP in 2010 ( 62 guaranteed approval cash advance loans.5% of redistribution) and 2011 (54.8%).

In detail, the Court expressed surprise that the merger premium of 350 euros per year, originally created for the sole agents affected by restructuring, has been granted in 2008 to all members of the DGFIP. Then it has been perpetuated from 2009 and then increased to 500 euros this year. Total cost from 2007 to 2012: 59.5 million euros. However, in addition to this premium, the agents of the DGFIP benefited from the harmonization of remuneration from the top.

"No merger can not be done with a harmonization of salaries to the bottom" replied yesterday a senior official of Bercy, noting that the harmonization alone had accounted for half of the 209 million additional cost of the merger.

"We take the fact of having paid the premiums," added Philippe Parini. "In total, over the whole period of the merger, from 2008 to 2012, we distributed to agents 52.3% of the savings related to job cuts. It is little more than the norm. Overruns in 2010 and 2011 and punctual and will be made up later, "he said in Le Figaro.

Senators of the committee members are themselves worried about the consequences of yesterday's job losses to DGFIP.They fear a decline in the quality of service.

While the government is preparing a new fiscal tightening, because of spending cuts and tax increases, the debate on VAT resurfaced. One of the approaches proposed by the executive would be to create a new intermediate rate, between the rate of 5.5% and 19.6%. This increase targeted VAT would be used to finance a reduction in social enterprises. This was called the "social VAT" in 2007 and now named the UMP "antidélocalisation VAT."

Francois Fillon said last week that the restoration work and housing continue to benefit from a 5.5% VAT. But there are other sectors taxed at the same rate (books, food, water …). This pattern of a VAT has the advantage of antidélocalisation consistent with the government's strategy to improve competitiveness. Many big names of the majority favor this option, as revealed by Le Monde Wednesday payday loans for bad credit. But the subject is politically sensitive.

At Bercy and Matignon, we refused to comment Wednesday, reaffirming that decisions depend on the outcome of EU summit.

However, it seems almost assumed that the new austerity plan will include an increase in corporate income tax, most likely via a surcharge, which weigh down for a few years the current rate of 33.3%. This surcharge would be targeted at large companies (those falling within the scope of the social contribution to the IS and therefore paying more for 763,000 euros IS). For cons, the Elysee remains opposed to a reduction in payroll tax relief for 35 hours.

Creditor banks in Greece will have to accept losses "substantial" in the new bailout of the country, warned Saturday that the European Ministers of Finance. Last night, the central bankers of the euro zone had "agreed to say that we had to have a substantial increase in the contribution of banks" in the form of a depreciation of their claims, said the leader of European finance ministers, Jean-Claude Juncker.

According to diplomatic sources, the ministers agreed to effectively negotiate with the banks at a discount of "at least 50%" against a target of 21% decided on July 21 with the banking sector. They thus de facto endorsed the conclusions of an expert report which was presented by the troika of donor funds in Greece (EU, ECB and IMF).The paper believes that a discount of 50 or 60% hope to stabilize Greece without having to increase in the amount of gigantic international loans that have already been promised.

A "discount" is the term used in relation to the financial depreciation of the value of loans taken by creditors in this case private banks and investment funds that hold government debt. A discount of 50% borne by the private sector, the second program of financial support pledged July 21 to Greece, however, should be slightly revised upwards with government loans (Europe and IMF) to 114 billion euros, against 109 billion euros. To maintain the envelope of 109 billion euros unchanged, it would bring the discount to 60%, according to calculations by experts.

• Banks recapitalized to the tune of 100 billion euros

The question is whether the banks that have so far dragged its feet to give the pot, will accept a negotiated settlement does not pass through a default of Greece said "messy" serious consequences. "It's a negotiation s'entame," said Didier Reynders, Belgian Finance Minister, before a meeting with his colleagues throughout the European Union on Saturday. These discussions, held in Brussels with representatives of the Institute of International Finance (IIF), the banking lobby, "still, there is no agreement yet," said a source told AFP familiar with the matter.

In return for the effort required on the Greek claims, it is intended to recapitalize European banks to the tune of nearly 100 billion euros. The subject was Saturday in the agenda of the ministerial meeting. According to sources cited by Reuters, an agreement in principle was reached by European finance ministers on the recapitalization. European diplomats interviewed by AFP were less categorical in the late afternoon. "There is no agreement on the recapitalization, it gets stuck a little." According to one of these diplomatic sources, "Spain insists on having a comprehensive, not only on the recapitalization of banks but also on strengthening the European Financial Stability Fund (EFSF). " On the other hand, "the ministers are trying to agree on the minimum capital."

The European Banking Authority (EBA) has proposed that banks reach a level of capital of 9% by mid-2012. A diplomat acknowledged that some countries in the viewfinder of the markets, like Italy, Spain or Portugal, feared that the recapitalization will further undermine public finances.

• The Fund will not support a bank

Moreover, the French proposal to grant a banking license to the Fund support the euro area (EFSF) so he can refinance with the European Central Bank "is no longer on the table," said Minister Dutch Finance Jan Kees de Jager. Only two options are being discussed to increase the firepower of the device, he told reporters Saturday. These two tracks on the agenda now that the mechanism acts as a partial insurance of the public debt of countries in difficulty or higher participation of the IMF to the device, according to a German government source. But there is "significant differences between countries" on the issue, said Jan Kees de Jager.

How to leverage the capacity of the EFSF was the main sticking point between Berlin and Paris at the approach of the EU summit. France, worried about its budget deficit and are "triple AAA" prefer tap into the existing European funds, starting with the ECB. Germany, also sensitive to the separation of powers as inflation risks, refuses anything resembling a crisis by printing money in Europe.France was not only to advocate the involvement of the ECB, arguing that this system worked very well in the United States or Great Britain. She was supported by Spain, Italy or Belgium.

The European Relief Fund currently has a lending capacity of 440 billion euros, part of which is already committed for Ireland and Portugal. This envelope is considered insufficient to prevent contagion of the debt crisis in countries as large as Italy and Spain, increasingly in the firing line of credit rating agencies.European countries negotiate so hard for weeks on the best way, via a "leverage" to multiply by up to five response capacity of the Fund's financial debt of fragile countries.
